Set up a three-year duration of ineligibility for failing GE packages which were voluntarily discontinued or withdrawn from Title IV eligibility by an institution, or that eliminate eligibility on account of failing the D/E costs or EP metric, for the duration of which the Section will never approve a substantially related program in a similar 4-di
